Testing and commissioning is where delivery assumptions are exposed.

Many complex infrastructure projects reach this phase with substantial effort already invested, yet still carry unresolved interface issues, incomplete documentation, unclear acceptance criteria, fragmented stakeholder ownership and operational risks that have not been properly worked through. At that point, the cost of poor preparation rises quickly.
